Dr. Antonio Laperal Tamayo, Founder and Grand Patriarch, and wife, Dr. Daisy Moran Tamayo, Co-Founder and Grand Matriarch, together with their friend Co-Founder Mr. Ernesto Palanca Crisostomo, established in 1975 the UNIVERSITY OF PERPETUAL HELP RIZAL, now the UNIVERSITY OF PERPETUAL HELP SYSTEM DALTA.
Driven with the intense desire of promoting a better quality of life for his fellowmen, Dr. Antonio L. Tamayo, anchored the University on the creed ”Character Building is Nation Building”. Stressing this belief, he said ”our young can only be assured of a better tomorrow by building the right kind of character today – respectful, hardworking and committed to the formation of a prosperous and a wealthy nation. This development, however, will need a requisite Christian character, that will build a nation.”

The first school building consisting of four floors (the present hospital) was constructed in a remarkable record-breaking period of only four months, which ordinarily takes one year to construct. Perpetual was indeed on its way to becoming a premier university south of Metro Manila.

Having taken post-graduate courses in Hospital Administration at the George Washington, DC, supplemented with Special Studies on Hospital Management from Ateneo de Manila and a Ph. D. in Organization Development from the Southeast Asian Interdisciplinary Institute, Tony and his partner established the Perpetual University and Hospital simultaneously, an unusual and extraordinary venture, in the rustic town of Las Piñas, offering the banner course of Bachelor of Science in Nursing. Paradoxically, Tony, the former college dropout, became the first President of the University.

The University of Perpetual Help Rizal, now the University of Perpetual Help System DALTA, is a subsidiary of the DALTA Group of Companies, in consortium with JONELTA Group of Companies forming the Perpetual Help System. Each unit under the System comprising of a College/University and a Hospital/Medical Center, is dedicated and committed to the delivery of quality education and healthcare services to the Filipino people, most especially to the Las Piñeros and the nearby communities.

The University of Perpetual Help System DALTA is three of the seven (7) academic institutions complementing the University of Perpetual Help System. The UPH System, now the UPH System JONELTA, was founded and established by Dr. Jose G. Tamayo, its President and Chairman of the Board, with Co-Founder Dr. Josefina Laperal Tamayo, as its Vice-Chairman and Treasurer. With both co-founders now deceased the University of Perpetual Help System JONELTA is now ably led by the first born of the founders, Dr. Antonio L. Tamayo.

The Institution is co-educational and is non-sectarian. It offers courses in pre-school, elementary, secondary and the tertiary and graduate levels; as well as short vocational, technical and special courses. To date, it has a workforce complement of about 1,200 faculty and non-teaching personnel and with more than 18,000 student population.

In subsequent years, the UPHSD established 2 branches or campuses, as well as several agri-businesses which later incorporated into the DALTA Group.

When Dr. Antonio L. Tamayo, assumed the Presidency of the University of Perpetual System JONELTA due to the demise of its founder Dr. Jose G. Tamayo, he became the Chairman of the Board and Chief Executive Officer of both the UPH System DALTA and UPH System JONELTA. Thus the helm of leadership of the University of Perpetual Help System DALTA is now transferred to his equally able wife, Dr. Daisy Moran Tamayo as Second President on June 10, 2003. Dr. Daisy Moran Tamayo has a Master’s Degree in Nursing from New York University, USA. She is also a holder of a doctorate in Organization Development from the Southeast Asian Interdisciplinary Institute. Complementing the leadership and management functions of Dr. Antonio L. Tamayo and Dr. Daisy M. Tamayo are their two sons, Anthony Jose and Richard Antonio who are both outstanding cum laude graduates of the University of the Philippines.

The organizational structure of then Perpetual Help College of Rizal has interwoven within its fabric a closely knit group of administrators and Crisostomo, the best friend of Dr. Antonio; the educational and supervisory proficiency of Dr. Benjamin L. Intal, former Director of Perpetual Manila, the First Chancellor of Perpetual Biñan, and former Acting President of Pamantasan ng Lungsod ng Maynila; and Mr. Teofilo Gallardo, formerly a Regional Director of then Bureau of Private Schools, were the forefront founding group were: Dr. Grace R. De Leon, the Institution’s first Chancellor who loyally stood by and supported the founders in hurdling the challenges of organizational growth; Dr. Perla R. Sope, the Registrar; and consultants Mr. Emiliano Armas of the Ateneo de Manila University and Mr. Oscar Bautista of De La Salle University.

Col. Jose C. Moran, father of Daisy, and a C.P.A., facilitated the needed funds of the project through his friends and the Development Bank Agencies Department. He was also the former President of then Continental Bank.

In keeping with its commitment to serve the educational needs of more communities, the University of Perpetual Help System, DALTA, Molino enrollment of 700 students. Shortly, after a year, the University of Perpetual Help System DALTA, Molino Campus, was established and inaugurated on May 1995 with an initial Perpetual Help System DALTA, Calamba Campus, was established and inaugurated in 1996 with an initial enrollment of 360 enrollees.

The University of Perpetual Help System DALTA has since subscribed to the institutional philosophy that national development and transformation is predicated upon the quality of education of its people. It is committed to the ideals of teaching, community service and research, with ”Character Building is Nation Building” as its guiding principle. It has continued with success, in its objective to maintain and sustain excellence in education. It has established extensive network of national and international linkages in Higher Education and Business. The 3rd UPHD branch, the UPHD Calamba campus was established in 1996 with only 360 students. To date, its enrollment has dramatically increased to 3,500 enrollees. Cash Payments

A five percent (5%) discount of tuition fee (only) is given for all cash payments, except in short courses of less than one semester duration where cash payment is required upon enrollment.

The principal purpose of scholarship is to help needy and deserving students
Scholarship offered by the university is non-transferable.
A student can enjoy only one scholarship in any school term.
Financial privilege from scholarship is on tuition fees only unless otherwise specifically stipulated.
Kinds and Limits of Scholarships

Scholarship programs of different kinds, types are available to deserving and qualified students of the university, to wit.

Entrance Scholarships

Full Scholarship – High School Valedictorian from classes not less than 40 students can be recipients of 100% scholarships on tuition fees.
Half Scholarships – High School Salutatorian from classes not less than 40 students can be recipients of 50% scholarships on tuition fees.
Quarter Scholarships – The first two Honorable Mention Awardees of High School graduating classes not less than 40 students can be recipients of 25% scholarships on tuition fees.
A certification from the school duly signed by the Principal bearing the school seal and specifying the total number of graduates should be presented by the enrollee to the Dean to be able to avail of the scholarship.

Criteria for Qualification

    The nominee must be regular student of the university with minimum of 18 academic units load during the semester applied for
    The nominee’s grade in any academic or non-academic subject should be at least 85% and above in the previous semester.
    Not have committed an offense or infraction in violation of law or any pertinent existing rules and regulations of the university or of the government.
    The nominee must be officially recommended by his Dean and endorsed to the Scholarship Committee.
    The computation for the individual subject credit, which is based on the percentage equivalent and the corresponding number of units, will be used to determine the weighted average in percentage.

Filing and Processing
Registrar forward to the Scholarship Committee (SC) the list of the candidates for scholarships

    The Scholarship Committee screens the lists
    The SC submits the list to the President for approval
    The President’s Office returns approved list to the SC
    The SC announces the recipients of the scholarship discounts in the <
    next semester


Conceptualized by the University President is a program that would bring education within the reach of deserving children of selected families of Las Piñas City. This program is open to the following beneficiary organizations:

    Civic Clubs
    Parochial Organizations / Parishes
    Homeowners Associations

This Study grant is renewable on a semester-to-semester basis provided the applicant meets the criteria set by the committee.


Scholarship given to varsity players and athletes of the NCAA. Percentage discount is recommended by the Coach and deliberated upon by the Committee.


Scholarship awarded to officers / members of certain co-curricular organization. Percentage discount is recommended by the Organization Adviser and deliberated upon by the Committee.
